As  for  ITU fees waiver, it is still unclear if it only for ITU-D ,
( much more expansive )
this must be confirmed.
ITU-R is also important.

As Bill did say in Strasbourg, and I fully concur,
CS participation in ITU-T is quite essential, because
there are some technicians without any societal awareness,
that are bringing out some potential dangerous standards.
