It seems to me that you want to regulate (certain) businesses. In the
same way that casinos and liquor stores are regulated. Who would act if
an illegal strip-club opened in your small town main street?
Who decides if slot machines are illegal in your airport departure
lounge (and by what mechanism did Las Vegas decide differently)?
Probably not IATA or even FAA.
