not to mention not physically possible, as countries don't "get" IP
addresses, organisations do.

While it's true that these organisations might have offices in one
country, they can, and do, use those IPs to number devices in many
countries.

The understanding of this was missing in WSIS.

In general, I am in agreement with your sentiments.
