[governance] Stepping down as IGC 08 Nomcom chair.

It is unfortunate that Robert is not able to give time to this at this
point, and I thank him for his work in the nomcom. 

Ian has agreed to take up chairship and will bring the nomcom process to a
closure. The list will be with the IGF secretariat by end of tomorrow, the
1st.
