[governance] IGC's nominations for speakers for Rio

Having not posted on the list in a long while...

let me just say that it's an interesting set of speakers. Seems like   
there are a lot of familiar faces.

Thanks to everyone for having put together the list. I do hope  
everyone who goes - finds ways to offset their carbon emissions.
