[governance] what is it that threatens the Internet community or 'who is afraid of the IGF'

Anyway, I guess this is settled, and the challenge is now to have a
good, diverse CIR panel in IGF Rio (please, no more Internet 101-like
things, dummy's guides on how idiots we are in not believing the current
system is perfect etc etc).
