[governance] Advisory Group note on Chatham House Rule, etc

This from the transcript of yesterday's meeting:

 >>ALEJANDRO PISANTY:  ... I have some concerns about the organization 
role, rules of operation, and so forth in a note that was distributed to 
the Advisory Group but was -- had also a number of participants outside 
the group copied, while we establish what will really be the application 
of Chatham House Rules and so forth.

Was anyone from this list copied on the note?  Can it be circulated 
here, or a link posted to it?
