It's nice to hear so - the idea of the "bill of rights" coalition is 
exactly that of promoting a discussion on principles and on how to 
formalize and enforce them. One of the points that emerged from the 
discussions is that, while the main problem with human rights on the 
Internet is how to enforce them, there is an additional set of 
principles (starting from network neutrality) that are new and still 
need to be agreed and formalized. Now, the issue is how, where, by whom 
etc :)
