[governance] National network/ Individual rights to privacy and freedom of expression

Dear all
Been following on the two last trends. Just a quick question here: Is Russia on the way to creating a National Network as a parallel one or another as REPLACEMENT to the www on a national level?
If it is a parallel, will Russians be allowed to choose either to go national or universal? If it leans on a replacement, what other options will there be for individuals, communities who would want an OPEN MODEL on a universal level?
Just wondering.. because the ''American factor'' is not only a Russian thing...

No, that is not what I am saying at all. I am saying that when closed
counties start to open up or release information a cottage industry
develops around gathering and interpreting the scraps of information that
come out.
