[governance] Who will be in Rio?

at some point a list of participant names will be published on the 
IGF website (I will ask when we can expect the list). The 
registration form says name, delegation (affiliation) title (mr. 
ms.), and category (stakeholder group) will be listed.

same for Athens and almost all IGF consultations and WSIS (prepcoms 
and summits.)
