One that is based on (1) decentralization, (2) minimal global
consistency and neutrality rules and (3) sovereignty in policy making
at its terminal nodes. Doesn't this kind of architecture sound familiar?

Let's follow some common sense methodology: first, what is exactly
the new problem?

I'm amazed at how one can come to such a conclusion while not even
considering the situation where the problems could occur..
