[governance] Draft ITU botnet mitigation toolkit background paper

Hi

I spent the last few months helping prepare this - it is an ITU-D BDT
project that I am consulting for, with public private partnership, focused
on botnet mitigation in developing countries.

In 2008 there'll be two national level pilots based on it, the first in
Malaysia (1Q08), with their communications regulator (MCMC), and the second
(tbd, with CERT-IN) in India around the 2nd quarter of 2008.
