[governance] speakers for the IGF opening ceremony

This seems to be somewhat lost in the noise, but anyway I see it 
difficult that any stakeholder group can have a meaningful discussion 
about this matter in two days.

Personally, I would like to suggest a speaker from the rights community, 
for example Anriette Esterhuysen or Rikke Frank Joergensen, if they are 
here. In any case, given the timeframe, I guess that the AG will be 
doing choices on its own.
