Woops, that was not supposed to be broadcast to the list but no real harm. In fact, the issue may be of interest to the wider group. 
In San Juan, NCUC and ALAC will be having discussions about the proposed GNSO reforms, which might involve closer relations between NCUC and ALAC. I was hoping you would be present for that, given your involvement in both.

For those not so attuned to the details of ICANN's structure and process, the relevance of this discussion is this: ICANN's policy making body is currently divided into 6 constituencies, 5 of which are business oriented and one of which is noncommercial users. A report by the London School of Economics last year proposed a more balanced constituency structure that might include a "civil society" category that would possibly overlap today's noncommercial users constituency and the at-large. Thus, while we continue to fret about basic forms of representation for civil society in traditional intergovernmental processes, within ICANN it already exists and may be improving.
