Have you ever run a business that requires the high technical 
standards a TLD does? Have you had customers who call you only when 
your systems don't work, because there's not enough power in the 
whole state, and your UPSes are going down? Or check what happened in 
New Orleans?

Let's try to be more practical, than theoretical?
