[governance] What is a: necessary/efficient/ultimate Number

Karl, I have a question for you.

There are approximately 6.8 Billion Humans on the planet,
All of whom require to meet Maslow's hierarchy of needs at one level or another
every day.

The question is:
With encompassing the whole realm of iGovernance, How many People (Seats) are
needed to run the Internet?
 
Questions:
A. What is your best guess? (a necessary number)
B. What number would you be happy with? (a efficient number)
C. What would be ideal? (a ultimate number)

P.S.:
I have a general core figure between 50-100 (Officials/Directors - Not
including ancillary support staff - ie: apnic enum etc.)

Would you be happy with that?
