that is, perhaps unfortunately, one of the things that history has  
taught us is not the case.  we cannot assume the silence means  
consent and have gotten into trouble before because of that.  true,  
not everyone has to respond, but a significant number of people need  
to say something.  even if it just an 'i agree'
