I would suggest that this is not the case, perhaps the mail was sent
to arin-discuss at arin.net which is open to ARIN mmebers only, or if
sent to ppml at arin.net, then probaby not sent from an address that is
subscribed to the list.

I know that list is unmoderated.

Now that is a bit paranoid.  To be pedantic, IANA allocates space to
ARIN and other RIRs.

Yes, further reform is needed at the top, but it's the bottom up that
counts for me, as that is where policy is decided.

Again, your participation is at the top of the tree, go to the bottom,
you'll get more bang for your buck!
