[governance] Administrativa - trim your headers

Hi,

If possible i would like to ask people to trim their headers when  
they respond to email.

Currently two copies of every message on the  "IGP Newsletter, Vol  
1.04" thread are going out.

I think it strange enough that the governance list is a subscriber to  
the newsletter, i wonder when the caucus opted in for the  
subscription, but to get 2 copies of every message is a bit much.
