well, changing a governments perception isn't going to change the cost
of access or increase internet penetration in Africa.

neither will attending a non-binding forum that has no authority to
change national laws or policies.

If, for examplke, the IGF or ICANN could reduce the Int'l  gateway fee
from 250,000 USD to something sane, then they could have an impact,
but as it stands, I see zero impact.
