I'm not sure, but Nitin Desai seems to like what it conveys and it's
become a bit of a meme.
I think I remember Matthew Shears using "dynamic coalition" in an off
the cuff comment during an early IGF consultation. Matthew denies all
knowledge and responsibility :-)
