If indeed ISOC is an ITU member, then they do have a privileged  
position . Have they reached out in the past and tried to serve as a  
facilitator and liaison with NGOs and civil society in the past?

My belief is they didn't do so over the  4 year WSIS process, then  
they really don't get the point that they are in a new environment,  
one where they can no longer claim they are the sole voice that needs  
to be listened to.
