[governance] [WSIS CS-Plenary] Preparations for meeting in Athens

Seems there's a bit of a disconnect between the governance caucus and  
those in Geneva (ie. CONGO) . I would have hoped that consultation  
between the two groups would take place BEFORE government and UN  
officials are contacted.
