here are the countries i've heard (from one source or another) that 
lobbying to host the IGF secretariat.

Switzerland
Greece
Hungary - confirmed by many, however few details on what they are 
proposing.

- Informal comments suggest that Ireland, Brazil & New York are also 
putting in bids.
