We agree, the matters addressed in a host country agreement (or whatever
specifically comes next) for ICANN is (or should be) unrelated to the
physical location of its headquarters.

This is completely unrelated. UN does not operate under a MoU with the
US government. And it has a "host country agreement", it is not an US
organization.
