[governance] EU on net governance, next steps

The EU has released a statement on Internet governance, following on 
WSIS et al.

Of interest, it seems to give equal weight to processes in both IGF 
and 'the mechanism of enhanced cooperation.'  (The text detail:  "The 
Commission calls for continuing international talks to improve 
Internet governance through the two new processes created by the 
Summit: the multi-stakeholder Internet Governance Forum and the 
mechanism of enhanced cooperation that will involve all governments 
on an equal footing.")

Seemingly important, the position starts from 'human rights, in 
particular the freedom to receive and access information.'  It even 
seems to warn companies complicit in restrictions and also commits 
'to monitor' against non-neutrality.

Those in closer touch in Europe can probably add and amplify.
