[governance] Bildt on IHT

I'm not sure whether anyone else already forwarded this, but I don't 
think so. It's an IHT editorial by the former Swedish Prime Minister 
Carl Bildt (who was involved in ICANN, by the way) that basically asks 
to Blair and Barroso to fire those who worked out the EU position at 
PrepCom3, and put someone wiser in their place :-)
