I'm trying to understand the implications of the last
line of this paragraph... any help would be
appreciated.

25.	WSIS implementation and follow-up should be an
integral part of the UN integrated follow-up to major
UN conferences and should contribute to the
achievement of internationally-agreed development
goals and objectives, including the Millennium
Development Goals. It should not require the creation
on any new operational bodies.
