[governance] EU proposal - our proposal?

Regarding the opening para (65A) of the forum proposal text, I would 
replace "Recognizing the lack of..." with "Recognizing the need for...". 
We want a forum because it is needed for the many reasons already agreed 
upon, not because it is not there.
