[governance] Overpasses - Summit

Robert, what does plenary room mean?  Will it be the same as Geneva,
the space where the opening ceremony will be held, followed by 2 days
of mini speeches (a long series of 3-5 minute speeches.)

Incredibly dull in Geneva. Assuming round tables and other meetings
will be in a separate, more open area?

Just wondering if overpasses are worth much effort. My opinion only,
others may feel differently.
