[governance] Possible CS text on forum

I agree is a good draft. We have advanced to the point of needing to 
tackle "the other" big question: how to establish a reasonably 
representative multistakeholder executive group which, to say the least, 
is not perpetual? We are talking about 240+ nations (or at least 
TLDs...), dozens of constituencies and so on...

I mean, having a consistent, viable formulation on the details of this 
representation and its dynamics will make our proposal much stronger.
