[governance] IRC channel / ICANN

Hi Robert and everyone.

Sorry if this should be obvious but, could you please clarify what exactly will
be communicated over the IRC channel, I'd like to follow this meeting from a
distance if possible and am just wondering who is going to be using the
channel, when and to do what.
