[governance] Civil Society Declaration on Internet Governance

If there's time, the statement is also a good opportunity to include
issues that people think have been missed from the discussion. A few
sentences explaining what those issues are, why important, and that
they have been overlooked.
We tried to do some of that --broadening the issues-- in the civil
society declaration for the Geneva Summit. Still got sucked back into
DNS/ICANN topics, but it was useful to get the broader issues out
there.
