[governance] latest canadian proposal on the forum

It should be clear that this new discussion about the forum being located
at ISOC etc. is just an attempt to distract from the oversight issue. The 
US goverment clearly wants to stock up on things they can give up later in 
exchange for the oversight staying where it is.

Any tactical ideas how to deal with this without just plaing along?
