Last time we did argue that, and we were correct because the rules had
not been published.  Their publication on the website now is a result of
that.

I don't disagree with what you say above, but one could fault both with
the UN Secretariat's selectivity in its enforcement of its rules, and
also its inflexibility in refusing to even opening a dialogue about
revising them.
