[bestbits] CALL FOR ENDORSEMENTS - Cross-community WSIS10 statement

Hi Jeanette

The import of the statement is both  in the messages, which are 
necessarily high level, and in the broad set of cross-stakeholder 
signatories, which reinforces the messages considerably.

As it says everyone should put in their own messages as well.
