Within the borders of their country: yes

Elsewhere, including the Internet: no, unless it is based on treaty 
language.

That is the key difference that some keep ignoring: Sovereignty is 
restricted to within a sovereign nation's borders. It does not extend 
beyond those borders. When it does, it is called invasion.
