 Circular Letter 170 (attached) is the announcement of the public
consultation on the ITU draft strategic and financial plans, in which all
stakeholders are invited to contribute directly *as stakeholders*.  The
deadline is 31 January 2014.

The government will contribute a US input to the CWG after holding a prep
process also open to the public and announced over this list
