[bestbits] Reform surveillance

I like the idea of “digital bills of rights,” as many people on this list know, but I am less enamored of analogizing everything we find offensive to “theft,” which, legally speaking, is an insufficiently elastic legal concept to support the analogy.  (Like many of us here, I'm quite troubled, for example, when copyright infringement is labelled “theft” by copyright holders.)
