[governance] India's communications minister - root server misunderstanding (still...)

Well, it is not very much surprising to me. After all, that is what
politicians do, they lack understanding, they mess things up, and claim
that the west is behind such a conspiracy.

With India hosting the third IGF meeting (in Hyderabad) and the 31st ICANN
meeting (in New Delhi), he should have done much better.
