[governance] Proposal to Merge Website and Mailing List Consultations [Administration/Logistics]

The proposed actions to me appear to be of a technical nature (atleast 
the first two, other than the fund raising option) on which i cant see 
why there could be such a difference of views. Therefore rather than 
going through the tedious process of a yes/ no vote, why dont we just 
invite objections if any, in default of which coordinators go ahead with 
the planned actions.

On the issue of fund raising, seeking voluntary contributions for a 
corpus of $ 500 too doesnt appear to be such a big issue. Unless there 
are objections raised to it, coordinators shd be able to go ahead with 
this proposal too... parminder
