That's an interesting comment on what exactly it is that IANA is doing, 
and for whom.

For example, if there's a new cctld (such as South Sudan) as I 
understand it this require ICANN's approval for it, recognising the 
public interest involved when new countries are accepted by UN, ISO etc, 
to be added to the root.

But if in future years the operator of .ss wants to update its DNS for 
purely technical reasons, perhaps that's a matter directly between them 
and IANA (although there's still an issue of NTIA approval of changes).
