[Governance] NetMundial+10 - Update

Dear all,
The civil society members of the High-Level Executive Committee of
NetMundial+10, would like to share some relevant updated information
about the NM+10 process.
*
Participation*
All expressions of interest from foreign participants (from outside
Brazil) were approved for both the face-to-face and the virtual meeting.
A selection of participants from Brazil was made because the number of
applications exceeded the quota allocated for each stakeholder group. In
the case of civil society, due to demand and interest, a higher quota
was allocated. Members of the executive committee have asked that the
methodology of the meeting ensure that there is no imbalance in the use
of speaking time.
*NM+10 agenda and outcome document*
The consultation phase is closed and the 154 contributions received are
being processed as a basis for the drafting of the NM+10 outcome
document. This will be a non-binding document with recommendations,
calls and proposals for strengthening the multi-stakeholder model as a
basis for inclusive, transparent and democratic governance. These
recommendations, calls and proposals are expected to feed into processes
such as the Global Digital Compact and the Pact for the Future and the
WSIS 20-year review. The NM+10 Secretariat has so far developed a
proposal for the structure of the outcome document that has been
discussed in the first instance with the sub-group of the executive
committee that worked on the open consultation. We have identified and
tried to agree on the key elements that the document should contain.
Based on this, the Secretariat will produce a first draft of the
document for consideration by the executive committee in the coming
days. The consultation sub-group will work with the Secretariat to agree
on a draft that will form the basis for discussion at the two-day
meeting in Sao Paulo.

A preliminary program for the event, which will be held on April 29 and
30, 2024, in São Paulo, is also available. There will be two type of
sessions: substantive ones focusing on global challenges for the
governance of the digital world and linkages between NM+10 and other
fora and processes; and working sessions focused on reaching consensus
on language and content for the outcome document.

Civil society engagement and coordination*
We would like to suggest a call for interested civil society to discuss
engagement and coordinate around the outcome document next week, once
the draft is available. It would point to identify the messages,
recommendations, calls, suggestions, proposals that we want to see
reflected in the document, as a way to prepare for the work in the two
days meetings in Sao Paulo.
In the midst of various processes that are determining guidelines for
shaping the digital future and the governance not only of the internet
but also of digital technologies more broadly, including AI, the NM+10
is an opportunity to address the weaknesses in the application of the
multi-stakeholder model, in the structural imbalances of power between
and within stakeholder groups, the dominance of corporations in
determining the terms on which that governance is operationalised.
*What is next?
*We will propose a day/time as soon as possible for a call with
interested civil society groups to work on the draft outcome document
