[Governance] Open for sign-on: letter re: stakeholder participation in Global Digital Compact deep-dives

This is a quick follow-up to note that the final letter has been sent to
the co-facilitators and the UN Tech Envoy's office. Thank you for all the
support!

For those engaging in tomorrow's sessions on "AI and Emerging Technologies"
