[Governance] Open for sign-on: letter re: stakeholder participation in Global Digital Compact deep-dives

I have two comments

1)  "during the morning (EST)" - NYC is currently on EDT - perhaps reword
to EST/EDT

2) The ban on sharing video of the sessions, as invoked here
https://share.descript.com/view/d7wub0djcZq , is hardly conducive to
inclusion. It is not clear whether it also extends to audio and transcripts.
