[Governance] Public call for UN High Level Advisory Board on AI nominations process: Recommendation for Joint nominations via IGC and APC

Dear Members of IGC,

We hope you are well.

The Office of the UN Tech Envoy recently issued a public call for
nominations for a multistakeholder High Level Advisory Board on Artificial
Intelligence (HLAB on AI), with a deadline of August 31st. More information

As you may know the Civil Society Coordination Group (CSCG) was set up to
provide joint civil society nominations to UN and multilateral bodies. The
last time the CSCG ran such a process was for the IGF MAG nominations in
2021.

The group is made up of four civil society constituencies: JustNet
Coalition (JNC); Internet Governance Caucus (IGC); Association for
Progressive Communications (APC); and Non Commercial Stakeholders Group
(NCSG) of ICANN.

Due to the short timeframe, not all constituencies have been able to commit
to participating in a nomination process. Specifically, both NCSG and JNC
cannot partake. However, both APC and IGC would like to propose a process
that would allow for joint nominations to take place. We believe running
joint nomination processes improves the engagement of a wider range of
diverse stakeholders in such processes and can support the visibility and
legitimacy of civil society nominees who may otherwise be underrepresented
in nomination processes to high-level positions or positions in
multilateral institutions. As we do not have a Nomination Committee set up
and do not have time to set one up, we suggest that we move ahead with an
amended process.

We therefore propose that we run the process from 18 August-31 with IGC and
APC as follows.

   -     *18 August-28 August:* APC and IGC accept nominations
   -     *28 August-30 August*: APC and IGC review nominations against
   criteria (see below)
   -  *   30 August: *APC and IGC reveal the nominations (2x each)
   -     *31 August*: APC and IGC submit nominations (2x each)

*We would propose as criteria that you can self-nominate, or nominate
another. In order to nominate to either IGC or APC (or both if you are
members of both) you are required to:*
1) Allow for your application (the 'justification' for your nomination
receiving IGC and APC support) to be made publicly available
2) Explain your fulfillment of the OSET criteria on the form provided for
the nomination
3) Provide examples of your extensive linkages with civil society groups
4) For IGC: You must agree to having your application reviewed and decided
on by Bruna and Sheetal (the co-coordinators). They will provide a detailed
rationale for their nominations on August 30.

We also wanted to inform you that some civil society groups are putting
together a letter to bring to light concerns about the nominations process,
addressed to the Office of the Tech Envoy and requesting an extension of
the deadline as well as more transparency about the selection process and
the HLAB itself.

If you have any concerns about the above, or any feedback or questions,
please let us know. Otherwise, we will proceed with the issuing of the
nomination call from IGC and APC on 18 August.
