The National Science Foundation’s (NSF) NSFNET Program (partially) funded a range of (academic) regional networks1, starting in 1985/86. Over a relatively short period of time, the regional networks developed their customer base and funding models and became Internet service providers (ISPs). For the APC community it is the loss of one of the founders of the network. Ian cared about humanity, about social justice and human rights AND he cared about people, about individuals and their experiences, hopes and fears. He was not uncritical, but he trusted people's good intentions, treating everyone with respect. Every message I have from him (and I have just been rereading them) is clear and constructive. Below I copy a post from him to the IGF list in March 2009 in response to Wolfgang Kleinwaechter and Annan Ebenezer. Anriette *Date: 20 March 2009 Subject: "Who owns the Internet?"* "I am going to agree with the statement that no single person or entity owns the Internet. I would go further and say I don't think there is even collective ownership by all of us, although all of us might claim some ownership of small parts of it (particularly bits of content, or in some cases pipes and servers). But the whole here is much greater than the sum of its parts so I find collective ownership difficult as well. Which does not mean there is no need for governance. We don’t own rivers or oceans or air or land either (apologies to any nation states or humans arrogant enough to feel they own these things). But we do need to regulate their use in various ways and have in place protective measures to ensure they are available in a healthy state and an equitable manner for all of us. And I think the Internet is like that - we do need to regulate and manage for its overall health and its equitable availability. I think the ICANNs and IANA agreements and other such early governance structures need to be evaluated against basic principles like this for their current value in a regulatory structure for Internet protection." This is the extract from Imagining the Internet which reported on the workshop: Write a new 10 Commandments, Peter proposed, and write them on a tablet PC on Mount Sinai. The prophet is Internet historian Ian Peter, the place is the Internet Governance Forum in Sharm El Sheikh, Egypt, a few kilometers from Mount Sinai. And who is the inspiration for the new set of commandments? The answer: engineers and computer science guys who dreamed up the Internet back in the 1960s, building it through an amazingly open and collaborative effort that continues functioning to this day, scaling in size from a handful of men to now perhaps tens of thousands of people from around the globe. The Biblical references Peter playfully added to make his point helped to sell it. When he asked if anyone would be interested in formally documenting the principles of the Internet ethos, Internet ecosystem or whatever one might call it, hands shot up all around the room. At a time in which the battle for control over information is beginning to reach its peak and there’s a danger that important principles might be downgraded or even disappear, the idea of having a workshop to discuss the Internet’s core principles was truly inspired. *To this I will gratefully add that Ian went on to suggest that the work on Core Internet Values should continue as an IGF Dynamic Coalition. The seed for the DC was from him. May his soul rest in peace.* Sivasubramanian M On Wed, Jan 12, 2022 at 9:36 PM Sheetal Kumar via Governance < governance at lists.igcaucus.org> wrote: > Dear all, > > There have been many beautiful and heartfelt tributes to Ian Peter shared > here and on other threads. He said researchers have proposed that communications mediums are tools for the development of humankind. “As a tool for our development the Internet is an extraordinarily powerful one and an extraordinarily useful one,” he said. “In 1988 Brian Carpenter said the principle of constant change is probably the only thing that will continue to change indefinitely. In the middle of all of this change, what is it that we need to protect? It’s a great task for us to determine what the core of it is that makes it so exciting.” He listed some of the core values he treasures – his selected list of possibilities for his proposed 10 Commandments, listed here with some of his elaboration: - Independence of applications - New applications can be added anytime that’s a core value - Permissionless innovation - Open standards – openness and we can call that vendor-neutral I can use any computer, any device, I can send stuff to my mobile phone - Accessible and globally inclusive – anyone can use it - User choice, I can choose what applications I use and where I go to with them - Ease of use, I can use it in my language, I can use it in a device I’m familiar with; universality and transboundary… - Freedom of expression – Human network of users – a great tool for human development… - The ability to change rapidly - Trustworthy and reliable is one we have to work on; it’s got to be a core value. Upon completing his list, he came up with the clever twist. “Quite coincidentally,” he said, “there are 10 of these. Now here we are in the shadows of Mount Sinai, if we had good remote communication, we could go up there and we could write this on a tablet of stone… or maybe a tablet PC. “I don’t think is a job for any one organization. I would like us in the IGF to be involved in bringing something forward. We need to find some way for all sorts of people who hold these beliefs quite dearly to express this and get this into a document.” > *To this I will gratefully add that Ian went on to suggest that the work > on Core Internet Values should continue as an IGF Dynamic Coalition. Last September, UN Secretary General António Guterres published the document 'Our Common Agenda'. Somewhat surprisingly, this document places corporations at the center of the solutions to global crises – not just in production roles but also for decision-making about policies and programs. Can the obviously profit-maximizing pharmaceutical industry, internet corporations, multinational agribusiness, and investment funds be trusted to lead us, or even be placed at the same level as elected governments in achieving various development goals? *As part of the **People’s Working Group on Multistakeholderism , IT for Change invites* all progressive thinkers, scholars, social movements, networks and collectives to discuss the role of corporations in global governance – and find ways to fight back! Watch out for three important moments this week:  *1. Round table on the corporate capture of multilateralism* – *TOMORROW, Wednesday, January 19 **| 14.00-15.30 CET * *Register here! * Rosa Pavanelli (Public Services International), Barbara Figueroa (Central Unitaria de Trabajadores de Chile), Jeremy Corbyn, (House of Commons, UK), and Harris Gleckmann (Center for Global Governance and Sustainability, University of Massachusetts) discuss how the corporate capture of multistakeholderism puts our collective future at stake. *2. E-Book on “The Great Takeover: Mapping of Multistakeholderism in Global Governance” ** * *Read it here! * The book, co-published by the People’s Working Group on Multistakeholderism (PWGM), presents an up-to-date listing of 103 multistakeholderism initiatives. This mapping not only compiles the initiatives in the fields of education, environment, health, internet and data, and food & agriculture; but also analyzes trends and developments in each of these fields – this is an incredible piece of work done by Mary Ann Manahan and Madhuresh Kumar. * * *3. Database of multistakeholderism* – *available from TOMORROW, Wednesday, January 19 on the **corporate fighting website*. The database will support further research and the push-back against the corporate capture of multistakeholderism. *For more details and registration, visit: https://www.tni.org/my/node/25790* We hope to see you at the webinar and look forward to your feedback on the book and database!
