[Governance] WEBCAST TODAY: Digital Accessibility Awareness in times of Covid-19

This call is historic in that it is the first one organized by A11ySIG
members rather than the SIG officers. There are a couple of chamges since
the original announcement, a new livestream URL, and we will have ASL
interpreters as well as captions.
