[Governance] [apc.members] Ian Peter

The first time I met Ian was November 1991 in Seoul, when we hosted the
Asia-Pacific Networking Forum, he was representing Australia, for the PC
networking community, not the Internet as we know it today.

Then we started to meet a lot in the Internet policy arena, mostly at IGF
and its related fora.

He has been such a wonderful, thoughtful, and warm leader.
We miss him a lot.  RIP.
