Where these public values to be embodied?: Law and policies, terms and conditions of digital companies, regulatory standards, technical governance (openness), else? - *What are the main challenges to the public interest internet?* 1. And with lack of global leadership: Is the current leading role of Europe as a global regulator enough? CS where to anchor standards when conducting national advocacy efforts? 3. Access to policy-making at the national, international, and global level. 4. Shadowy governance by major digital platforms 5. Regulatory capacity of governments 6. The interests of authorities to control the Internet - *Defining a long-term advocacy agenda* 1. To strengthen internal CS entities: increase the visibility of global IG CS mailing lists like IGC, JNC; maybe to create a list of which CS organization do what, major CS to offer courses or sources in those mailing lists to marginalized CS groups 2. To increase collaboration (or at least consultation) and strengthen the collaboration mechanisms among CS groups when participating in any policy-development process. 3. To develop a policy ecosystem that is open to the participation of civil society, while at the same time maintaining the independence of civil society. 4. To strengthen global leadership in IG field - *Opportunities (which CS do what and potential collaboration?)* 1. International multistakeholder forums: IGF+, regional and national IGF, Global Network Initiative, etc? 2. Intergovernmental organisations: ITU, OHCHR, WIPO, WTO, Council of Europe, OECD, etc? 3. It is open to everyone interested in evidence-based analysis of participation in the IGF. Frequent assertions are made about participation in the IGF, e.g. that it is dominated by civil society, or that governments don't participate, or that global north interests predominate, or that the content of sessions are gender blind... join the session and see what analysis of available data reveals and share your ideas about how we can work towards an IGF that approaches inclusion in a mindful and deliberate manner. Anriette Esterhuysen * * *Participation and inclusion from 2006 to 2019: achievements and challenges* - Wednesday, 14 October 2020, 13:00-15:00 UTC - https://intgovforum.zoom.us/meeting/register/tJwtdeCoqD4oH9V7VD2P1a8CaOt2i2p5m-S Q Hide Details Date Wednesday 14 October 2020, 13:30-15:00 UTC Register for the discussion https://intgovforum.zoom.us/meeting/register/tJwtdeCoqD4oH9V7VD2P1a8CaOt2i2p5m-S Q Overview of topic Based on first draft of research paper being produced by Research ICT Africa and ‎the Internet Society on IGF participation data since 2006. What has been achieved ‎with regard to the Tunis Agenda mandate, and where are the gaps? How can the ‎IGF approach participation and inclusion going forward to address these gaps? ‎This discussion will look at participation and inclusion from two angles: the ‎people and institutions that shape, contribute to and attend the IGF, as well as the ‎content of IGF themes and tracks. The session will also be used to gather views on ‎the relevance of IGF content to participation numbers, including how themes are ‎decided and have helped to make the IGF more focused and raise its profile. Has ‎there been an evolution in themes, do these themes (sufficiently) help to link the ‎IGF with other forums and to achieve its goal of being inclusive, particularly of ‎actors from developing countries?‎ Discussion leads Anri van der Spuy, Research ICT Africa, Flavio Wagner, past-MAG member, Cgi.br; Jason Muyan, Office of the Under-Secretary-General ‎and Special Advisor on Preparations for the 75th UN Anniversary & the  High-Level Panel on Digital Cooperation Co-conveners MAG chair and Research ICT Africa -- Anriette Esterhuysen - anriette at apc.org//anriette at gmail.com Chair, United Nations Internet Governance Forum Multistakeholder Advisory Group www.intgovforum.org Senior advisor global and regional internet governance Association for Progressive Communications www.apc.org//afrisig.org -------------- next part -------------- An HTML attachment was scrubbed... Thanks Anriette This week's pre-IGF online discussions *IGF strategy and strengthening in 2020: A series of pre-IGF online discussions convened by the IGF MAG chair and the MAG Working Group on IGF Strategy and Strengthening during September and October 2020* The IGF's mandate was renewed for a further 10 years by the UN General Assembly in December ‎‎2015. The current year, 2020, marks the midway point of this extended mandate. In addition, the ‎recently released UN Secretary-General's Roadmap for Digital Cooperation and its support for a ‎strengthened and expanded IGF (the IGF+) presents the opportunity for ‎deeper engagement on the IGF's achievements and challenges and for exploring approaches for ‎addressing emerging Internet policy issues.‎ To reflect on the IGF's achievement of its mandate and contribute ‎to the discussion on the architecture for digital cooperation, the IGF MAG chair, in ‎collaboration with the IGF MAG Working Group on IGF Strengthening and Strategy, is convening ‎a series of online discussions during September and October 2020. ‎ *UPCOMING THIS WEEK: * *1. Several ‎organisations and academic institutions are currently developing such frameworks ‎which can have an important impact on how policy is designed.‎ Why is this important? While we have all accepted that the Internet is an essential ‎part of our societies,  it is hard to provide a single definition of what it is. The ‎Internet is not 'one' thing and it is not a monolith. At the same time, in the absence ‎of a definition, it is often hard to analyze its evolution, explain which ‎developments are healthy and which are not, and understand how some ‎approaches could be problematic. On top of that, there is also the tangible danger ‎that the Internet with a capital "I" might simply disappear from the discourse, ‎subsumed by higher level concepts, such Digital economy, Digital transformation, ‎etc..‎ One promising way to address these issues is to look at some of the properties that ‎characterize the Internet. These properties should not be seen in isolation but in ‎conjunction with the benefits they generate. This will allow us to better understand ‎their relationship to the Internet's successful evolution. There are several efforts ‎that follow this approach, for instance the work by the MIT team (W. Lehr, D. ‎Clark et al "Wither the Public Internet"), "The Idealised Internet vs. Internet ‎Realities" by the New America's Cybersecurity Initiative. Finally, the Internet ‎Society work on "Internet Invariants: What Really Matters" and now its further ‎development in the "Critical Properties of the Internet Way of Networking ‎‎(IWN)".‎ The goal of this discussion is to: a. solicit feedback on the properties that are ‎identified by these frameworks and b. to work with the IGF community to identify ‎use cases and case studies that could use such a framework as a guide.‎ Discussion leads Leslie Daigle,Leslie Daigle, Global Technical Officer, Global Cyber Alliance Justin Sherman, Justin Sherman is a fellow at the Atlantic Council's Cyber Statecraft Initiative David Clark, technical director of the MIT Internet Policy Research Initiative at CSAIL Konstantinos Komaitis, Senior Director, Policy Development and Strategy Andrei Robachevsky, Senior Director, Technology Programmes Laura DeNardis, Professor and Interim Dean of the School of Communication at American University in Washington, DC (moderator)   Co-conveners MAG Chair and the Internet Society ‎ Background reading Leslie Daigle: https://www.thinkingcat.com/wordpress/wp-content/uploads/2020/08/2019-InvariantsUpdated.pdf David Clark: https://www.jstor.org/stable/10.5325/jinfopoli.9.2019.0001#metadata_info_tab_contents  Robert Morgus and Justin Sherman: https://www.newamerica.org/cybersecurity-initiative/reports/idealized-internet-vs-internet-realities/   Konstantinos Komaitis and Andrei Robachevsky (Internet Society): https://www.internetsociety.org/issues/internet-way-of-networking/internet-impact-assessment-toolkit/  * * *2. Overview of topic This session will consider how the IGF can evolve towards more focused policy ‎discussions which lead to outcomes that can be then be considered by decision-‎making bodies. ‎ It will also consider the challenge of how to frame the IGF outputs when not all ‎stakeholders or views are represented in the sessions that produce them. Equally, ‎BPFs and DCs can only be said to represent the views of those who participate ‎‎(and generally have specific interests for doing so). That's not to say that any ‎policy recommendations that come out of such sessions or processes are invalid. ‎But it can be used to question their value and legitimacy. This session will discuss ‎the challenges the IGF faces in producing multiple outcomes and policy ‎suggestions, from multiple sources, without any single way of having a ‎community-wide endorsement of the outputs.‎ Discussion leads Moderator: Dr. William Drake, University of Zurich Speakers: Flavio Wagner, Brazilian Internet Steering Committee, CGI.br and member of the IGF WG -strategy Anriette Esterhuysen, MAG chair Wai Min Kwok, UNDESA Timea Suto, ICC-Basis and member of the IGF MAG (tbc) Paul Charlton, Senior Policy Advisor, International Telecommunications and Internet Policy Directorate, Innovation, Science and Economic Development Canada (ISED) and member of the IGF MAG Fiona Alexander, Distinguished Policy Strategist, School of International Service, American University in Washington, DC Raul Echeberria, member of the IGF WG-strategy Markus Kummer, co-coordinator, IGF Dynamic Coalitions and past IGF MAG chair and IGF Executive Secretary Co-conveners MAG chair and IGF MAG-WG strategy -------------- next part -------------- An HTML attachment was scrubbed... Internet Governance Forum. The EastWest Institute is organizing this workshop in cooperation with the Association des Utilisateurs des Systèmes d’Information au Maroc, the ICT Authority of Kenya and Kaspersky. Description Ensuring security in global supply chains is critical to ensuring trust in ICT and the future of the digital society. Today’s ICT products and services are comprised of a multitude of software, hardware, and service components, which are produced by a large number of manufacturers, vendors and service operators from around the globe, making the security of supply chains and the mitigation of third-party risk a daunting task. With a focus on the Global South and emerging markets as well as small and medium-sized businesses, this interactive workshop will shed light on challenges and developments in supply chain security assurance and transparency. Participants will discuss approaches to strengthen risk mitigation and trust in ICT supply chains including: * Assessing ICT supply chain risk and the threat landscape * Building confidence in ICT supply chains through assurance and transparency measures * Closing the ICT supply chain security capacity and competence gap A detailed description of the workshop and background materials are available on the IGF website. EWI’s recent reports on ICT supply chain risk and security are available here (2020) and here (2016). Hope to see you there. Please share with your networks. Thanks Anriette *IGF strategy and strengthening in 2020: A series of pre-IGF online discussions convened by the IGF MAG chair and the MAG Working Group on IGF Strategy and Strengthening during September and October 2020* The IGF's mandate was renewed for a further 10 years by the UN General Assembly in December ‎‎2015. ‎ *THIS WEEK'S TWO DISCUSSIONS:*  *1. The IGF and capacity development* - Tuesday, 27 October 2020, 13:00-15:00 UTC - https://intgovforum.zoom.us/meeting/register/tJMvcuGvqDorGNxzHkmZXO7SSJeI6a3I6egE Hide Details Date Tuesday 27 October 2020, 13:00-15:00 UTC Overview of topic *IGF as a platform for capacity building* /“The need for digital capacity-building is substantial. Achieving real and sustained progress in the various dimensions of digitalization requires skills development and effective training, in particular in developing countries.”/  The UN Secretary-General’s Roadmap for Digital Cooperation, June 2020 To be effective and fair, Internet governance must be inclusive - it is important to find ways to make sure all stakeholders and parts of the world can be involved in the discussions and decision-making processes. With its ability to bring people together at the global level, combined with the National and Regional IGFs that link back to the country level, the IGF is well-placed to play a part in the necessary capacity-building. This webinar will begin with a review of plans to further capacity-building within the broader digital cooperation environment. It will then explore the ways in which the IGF currently contributes to capacity-building, and how these activities might be further developed as part of the plans to strengthen the IGF. This discussion will be stimulated by the presentation of a draft IGF capacity development framework (which can be found athttps://www.intgovforum.org/multilingual/filedepot_download/3813/2273), as well as perspectives on the work of Schools on Internet Governance and Youth Initiatives.   Session outline Moderator: Ben Wallis (IGF MAG and member of WG -Strategy) *1) The broader capacity-building environment and thoughts on how the IGF could support this *(20 mins) * Doreen Bogdan-Martin, Director, Telecommunication Development Bureau of the International Telecommunication Union (ITU ) * Robert Opp, Chief Digital Officer / Derek Pieper, Policy Specialist, UN Development Programme (UNDP) * JeoungHee Kim, Office of the Special Advisor to the UN Secretary General, Fabrizio Hochschild  *2) The current role of the IGF *(10 mins) * Wai Min Kwok, Senior Governance and Public Administration Officer, UN Department of Economic and Social Affairs (DESA) *3) Thoughts on building out the IGF’s capacity-building activities *(15 mins) * Research into capacity development for the IGF – based on a research study carried out in 2019 by Anriette Esterhuysen, 2020 Chair of the IGF’s Multistakeholder Advisory Group (MAG)  o Assessment of the Internet capacity development needs of IGF stakeholders - https://www.intgovforum.org/multilingual/filedepot_download/3813/2274 o A draft framework for capacity development for the Internet Governance Forum - https://www.intgovforum.org/multilingual/filedepot_download/3813/2273  *4) Reflections from parts of the Internet governance ecosystem *(15 mins) * The role of Schools on Internet Governance (SIGs) and their relationship to the IGF - Avri Doria, coordinator, Dynamic Coalition on Schools of IG * The role of Youth initiatives - Lily Botsyoe Edinam, Hacklab Ghana and 2018 IGF Youth Fellow - Elisabeth Schauermann, German Informatics Society and Coordinator of YOUthDIG *5) Open discussion *(60 mins) Co-conveners MAG chair and IGF Secretariat and MAG WG-Strategy Register for the discussion https://intgovforum.zoom.us/meeting/register/tJMvcuGvqDorGNxzHkmZXO7SSJeI6a3I6egE *2. However, simply providing translation ‎into UN languages of some documents and interpretation at certain sessions, is not ‎only not enough, it could also consolidate the marginalisation of other languages ‎and the people that speak them. Should the IGF make greater use of machine ‎translation? Are there other emerging technologies the IGF should consider using ‎to achieve more inclusion and linguistic diversity.‎ Discussion leads Moderator, June Parris (MAG member) Members of the MAG Working Group on Language including Lucien Castex and Amado Espinosa.
